The export promotion council for handlooms (HEPC) is an authoritative body that regulates the handloom export industry in India. The main objective of HEPC is to boost India’s export and support the handloom sector locally in the country.
The HEPC aims to support, maintain and protect the Indian handloom industry by providing technical support and monetary help.
Exporters & manufacturer exporters of handloom products covered under the HEPC council can take benefits of various marketing schemes to boost their productivity and quality of products. To be eligible for membership registration with the Handloom Export Promotion Council (HEPC), applicants must be an exporter of handloom products or a manufacturer exporter of handloom goods and allied products.
Types of Membership
HEPC offers two types of registration for applicants:
1. Merchant exporter – Exports handloom products without manufacturing them.
2. Manufacturer exporter – Both manufactures and exports handloom products.

Applicants must submit the following documents for Handloom Export Promotion Council (HEPC) registration:
• Self-attested photocopy copy of the Import-Export Certificate.
• Self-attested photocopy copy of PAN card. Pan card of the proprietor, In the case of proprietorship, and for others, pan in the name of the firm.
• In the case of a Partnership firm, a photocopy of the entire Partnership Deed.
• Self-attested copy of Article of Association.
• In the case of a Joint Stock Firm or a Society of any other Corporate Body, a resolution on the letterhead of the company/ Society by the Board of Management of the Corporate Body.
• In the case of the Manufacturer’s Exporter, a Self-attested photocopy copy of the certificate indicates that a Manufacturer of handloom products and made-ups either from the State in charge of Handloom or from the SSI authority.
• In case of the manufacturer exporter certificate from Udyog Aadhaar indicating as handloom Products or get an affidavit in ₹10/- stamp paper duly attested by a Notary Public.
To become a registered member of the Handloom Export Promotion Council (HEPC), applicants are required to pay a membership fee based on their category. The fee structure is as follows:

The DGFT has issued a notice requiring the electronic filing of RCMC or RC through their Common Digital Platform, effective April 1, 2022. This notice also states that a new digital platform for issuing RCMC has been created, which will serve as a one-stop access point for all exporters and importers.
1. Log in to the DGFT portal: Once you have created an account using IEC code. you will be able to log in to the DGFT portal using your login credentials.
2. Apply for RCMC registration: Once you have logged in, you will need to navigate to the RCMC registration section of the portal. Here you will be prompted to fill in an application form with details such as your company name, address, and PAN number.
3. Upload supporting documents: You will also need to upload supporting documents such as PAN card, GST registration certificate, and certificate of incorporation.
4. Submit the application: Once you have completed the application form and uploaded all the required documents, you can submit the application.
5. Approval process: After submitting the application, it will be reviewed by the authorities. Once it is approved, you will receive an RCMC certificate for the handloom export promotion council.
Note: The RCMC will be issued within 2 weeks by the respected authorities.
